tips to tone down my character creation.

I recently realized that I am a munchkin and a power gamer.
My characters are starting to become stale and quite repetitive. In an attempt to change things up, I present a new character idea.

Jungle Elf (SA1) Experiment.
Since its an "Alien" I rolled for education.

Racial powers.
Experiment: chemical, not able to be duplicated at this time.
Side Effect: Chemical Resistance( was hoping for Extra sdc or better immunities.)

3 Major Powers.
Dimensional Teleport. Blackvault.
Quantum Teleport. Blackvault.
Teleport. Once per melee free action.

So a powerful but not overly so dimensional traveler.

Not sure I want to megahero it. Again repetiveness.
Suggestions or critism is always welcome.

Just random roll a character using only the main book. Forget the Black Vault, forget other books. Give that a shot.

The first rule of toning things down is to stay away from stuff like the Blackvault. There is no 'power moderation' there so a lot of powers there can end up on the high (to very high and up) end of the spectrum.
I find that you can make pretty powerful characters just using the books as written though....
One trick though is that you need to define 'what is powerful'. If everyone in the game has thousands of DC, and does a couple D6s times ten with their attacks then powerful is going to be far different than if everyone has a one, maybe two hundred tops DC and the most damaging attack is 5d6. (note that I am just scaling off of damage and DC here as they are the easiest to scale quickly)
The rules are not a bludgeon with which to hammer a character into a game. They are a guide to how a group of friends can get together to weave a collective story that entertains everyone involved. We forget that at our peril.

Whats the mega power to super power conversion??
One mega for one major. Seems fair.

I can also state with absolute conviction, that I wouldn't approve a number of the powers that appeared in the published books... For example the Major Powers: Teleport... including an instant death clause was just ********... Create Energy Constructs is just weak sauce as written.

First tip for toning it down, stop rolling Megas.
Second tip, roll a Minor Hero.
Third tip, don't reroll ones.

I did not expect this would be so hard... What part of the "Heroes Unlimited Second Edition" does the dual-element Warlock come from again?

Still switching characters up for a while. Other than cheating by choosing to be a Warlock, the character is legit.

I've got a player in my groups who has said 'the only way I could avoid munchkining is if you took away my ability to choose... I suggesed rolling on the random tables and he has indeed been giving it a try. In the same vein as posts above he will still change a roll he doesnt like into something thats more 'his style'... but when a roll comes up as something he 'can live with', it means he gets a chance to see how a choice he'd never have made would pan out.

His most recent efforts turned up a character with chemical secretion, portals, and inhabitation, so he's decided to become a russian smuggler on the border between vladivostok and north korea. He's been busy climbing the ladder of the black market while keeping a low profile and avoiding revealing his powers to anyone.

Going by your original post, I would have to say you should limit it to one type of teleport only. As for your warlock, same thing, only specialize in one type of magic.
As for the Black Vault powers being too powerful, I say they are not for the most part. All of them were posted in the New Powers thread and got feedback. As for Mega powers people wrote up, I would steer away from those entirely as they are definitely not balanced.

(I have had a lot of people submit characters with outrageous power sets citing the Black Vault. This has probably colored my view of things.)

With enough preptime you can build some seriously powerful supers.

This time since I random rolled a spellcaster? I ran with it. I decided to go Mega and instead of centering around super powers I augmented his spell casting and just went overboard with design.

Added in stats, hardly Game breaking without the actual Megahero bonuses. But a spellcasting trained soldier could prove most useful.

For ps damage I used normal superhuman strength when in mdc realms he deals Robotic ps damage NOT Supernatural.

Lots of skills lots of spells great saving throws.
Not enough hitpoints or sdc and the nonspell damage output is medicore.

A first step.

Technically speaking, HU 2nd ed DOES allow for Warlocks to be Mystic Study characters. Page 154, 1st column, under "Other Options".
