Give the massive amounts of property destruction and life threating injuries juring half priced bento night I'm surprised the local goverment has done anything to wittle down the Rei clone population.

It's funny that some places now have it that the combatants need to scheduled ahead of time to manage civilian casualties to near zero. Of courses "spontaneous" fights carry a heavy fine.

Well I can't aruge with that which means that Sailor Goon and her *friends* are pretty much at the top of the bounty list because they are trying to restablish a magic kingdom and I think it's safe to say that any magic girls that do establish a magical kingdom they and their kindom are treated like Rifts's Atlantis from the CS's point of view or worse.

Well...again. You could claim that the Sailor Scouts are modern girls being haunted/possessed by ancient ghosts, or being brainwashed unto thinking they're reincarnations of ancient royalty, and that Sailor Pluto is being pushed by either/or survivor;s guilt or a mind control spell, and all they really need is an exorcism and rehab....upper extreme end us that they're really that evil.

The former situation has been given full treatment in the fanfiction "Desperately Seeking Ranma',
Spoiler:
where it's revealed the Sailor Scouts are all being brainwashed by a time-traveling AI attempting to reconstruct its home timeline.

The latter scenario occasionally surfaces in fanfiction...one thread of the Anime Addventure has Queen Serenity 1 taking over Usagi's body and establishing a crystal palace in the middle of modern day Tokyo, after KILLING EVERYBODY IN THE PALACE'S FOOTPRINT in order to power it, by enslaving their souls. The few Scouts who weren't possessed by their ancient selves as well as a group of powered-down gods and goddesses start plotting to take down Serenity,

buying time through a prank war to distract her while they marshal their forces(and the goddess Belldandy manages to free herself , gather up several hundred souls, and both kill Sailor Pluto and scoop up her modern soul while escaping).

Considering what type of BS the scouts pulled in the crossover thread it would be safe to say the the UEG would put a bounty on all magical girls since magical girls breed faster to roachs on mega roid like fertilty drugs as well as to harden the troops and civlians to the horrors of war by going up against horrific madness incarnate.

Well I can't aruge with that which means that Sailor Goon and her *friends* are pretty much at the top of the bounty list because they are trying to restablish a magic kingdom and I think it's safe to say that any magic girls that do establish a magical kingdom they and their kindom are treated like Rifts's Atlantis from the CS's point of view or worse.
