Starting actions in PCs with no combat skills confusion
Does a level 1 PC with no combat skills start with 2 non-combat actions per round only or 1 combat action and 2 non-combat ones? The RUE is confusing.

1 combat action and 2 non-combat actions. a total of 3 actions per turn, but only one may be used for offense or defence. the others can only be micellanious actions (Skill use, using equipment not related directly to combat like scanners, sensors and radios, moving things, carrying away wounded, ect.)

In which case that race already says so.
When stating a general rule, there is no need to list every race that has an exception to that rule. Thats why they have individual writeups in the first place

It is fun to note though, since non-combat actions don't get much focus compared to generic +1 attack/action stuff which is all over the place.

Likely because +1 attack per melee can do everything 1 non combat action can do and punch people besides. given the choice of one or the other there's no question which it's better to have

True, but there's cases where I'd rather have +2 non-combat instead of +1 attack
