No, it is a Rune Weapon.
Holy Weapons are a separate class of weapon entirely.

The rules are not a bludgeon with which to hammer a character into a game. They are a guide to how a group of friends can get together to weave a collective story that entertains everyone involved. We forget that at our peril.

Greetings and Salutations. Rifts Atlantis lists Rune Weapons starting on page 127. Page 128 lists the Holy Weapons (in Palladium Fantasy they're a separate category, but in Rifts they're considered Rune Weapons). Basic powers for a Holy Weapon include lesser rune powers 3, 6, 7, & 8. They do not possess powers 1 & 2 (explicitly stated as not having Intelligence and doesn't communicate telepathically). Abilities 4 & 5 don't seem to be mentioned. The Sword of Life on page 131 specifically mentions it has all eight standard abilities. This means it has intelligence and communicates telepathically. That means, by the rules, this is NOT a Holy Weapon. However, the Sword of Life does have holy symbols on it and healing abilities, so (though not stated in the books) many may consider it a holy weapon in concept/spirit (note the lack of capital letters in "holy weapon," indicating a separate usage from the proper noun of the category on page 128).
