Based on the Wiki it looks like they are renaming a unit of light infantry that specializes in amphibious operations into a dedicated amphibious infantry unit...

Well, unless those marines and higher echelons get some pretty robust counter-A2/AD doctrine and tech (ahem, mecha)...that brigade will be really useful against foes that couldn't stop it on their best day. It makes for sweet press, but is ultimately a fairly niche capability that has limited use against a peer/superior foe other than goading larger responses.

Most of the guys in that unit want to get out and work corporate-jobs; unless Japan's attitude towards military-service has changed.
