The question is that there seems to be no consideration made for Scale, splint, chain, or plate as half-suits for the effects of prowl or encumbrance penalties. Worse, is why is there a randomly stated of "reduce prowl by 40 points for chain and metal armors" along with the follow up on encumbrance penalties?
So the question is; Where can I find exceptions made to half-suits for penalties? Is it assumed that half-suits do not have penalties since it says "Full splint or plate armor, and thus chain and scale, and studded leather" that half-suits do not suffer these encumbrance penalties?
PF Main Book pg 270: "Noise/prowl minus: No matter how stealthily one tries to move, chain and metal armors clank, squeak, and jingling making prowling virtually impossible. Reduce prowl by 40 points. Encumbrance Penalties: -15% to prowl and -20% to climb/scale walls or swim in full splint or plate armor. -10% to prowl, swim or climb in chain or scale mail, and -5% in studded leather."

a half-suit of chainmail armor is still chain armor. the exact penalties apply, as-written. the -40% is for having chain/metal armor on at all, the encumbrance penalty is for the full weight of the armor on top of that first 40%. maybe not the most eloquent way to describe it, but that's what it is.
