How is ISP figured for these guys?

In HU2R, Experiments, Mutants, and anybody who roles lucky on the random power table can have a handful of psionic powers. How many ISP do each of these guys get?

Pyschics are broken into Natural and Latent, but I don't see any reference to the other categories. If I missed something somewhere, feel free to point out the page.

HU2 GMG page 17

concidered to be latent psychics, base: ME +1d6x10, +1d6+1 per level

No level up new psi powers.

THE HU2GMG also has a correction with the Latent Psi's ISP (page 16).

P17 doesn't *specifically* call out the experiment or the mutant, but given the experiment, mutant, and random tables are almost exactly the same for the number of psychic powers, they're functionally equivalent, aren't they?
