The device has two function: web and line. Web is easy: Magic Net. Line is a little trickier; telekinesis and manipulate object just don’t seem a good fit, especially for a climbing line.

Magic Net could still be the primary spell. An often overlooked feature is that the TW can alter the effects of the spell (w/n reason of course) given the "Sticky Tires" example used in RUE that is based upon "Carpet of Adhesion" that reduces the adhesion strength to increase duration to give the vehicle better traction. In this case instead of having the Magic Net create a net with the fibers, you have the fibers organize differently to create a single fiber.

Metamorphosis: Insect might also work (it includes spiders) or Fire Whip (Elemental Fire) as above.

You could also try Create Wood as above, the fibers forming a rope instead of planks. Other combos that might work would be Levitation coupled with an illusion spell, Create Water with Ice and an animation spell (A&C Dead or TK/MO).

EDIT: Space Magic (DB13: Fot3G pg115-6) has the "Magic Tether" spell (along w/upgraded version) that would seem to do the job. The main issue would be how to learn space magic or even what GEM works for space magic.

Since Magic Tether seems somewhat similar to Magic Net and Manipulate Objects, I’d say amethyst or opal would be appropriate.
