I have a player who made a Headhunter Anti-Robot Specialist O.C.C. Robot Slammer from World Book 20 Canada.
Should I leave it as is or update it somewhat to a R.U.E. standard? And if I update it how would you all do so? You in this case being the forum.
Any advice is welcome and appreciated. Thank you.

To be fair a lot of OCCs from the early Rifts books do need to be updated, see the updated Atlantean OCCs in Secret of Atlantis, but most of the OCCs in WB 20 seem fairly up to date and a quick comparison with the RUE Headhunter seems to be pretty favorable. They even have native language in OCC and have pretty good special OCC powers and abilities. In a lot of ways RUE was trying to bring the original OCCs of Rifts up to the level of books like Canada and Free Quebec.

!REAPER!, you might consider taking a look at the NG Robot Control OCC, found in World Book 33:Northern Gun 1 pp 86-88. The class is a little more focused on engineering than combat, with a high incidence of psionics, but otherwise occupies a similar character space as the Robo Slammer. The class's ability Disable Robot Operating Systems conceptually overlaps with the Fanatic Robophile and Hotwire Robot Vehicles & Power Armor skills of the R-S while having different bonuses, and to the degree that the Robophile ability can be taken by other classes the converse wouldn't be the worst house rule. With it being an class-exclusive ability I'd consider porting it over as an Advanced Training Program requiring multiple OCC Related and/or Secondary slots, and throwing in an upgrade of General Repair & Maintenance to Mechanical Engineer to partially compensate.
That said, there is a discussion which could be had on what might stand to be updated and how, which could be applied to the entirety of PB. If one simply went by RUE's publication date then every world book before 27:Adventures in Dinosaur Swamp warrants a look. As an example 26's Eco-Wizard, when compared to RUE's Techno-Wizard, definitely looks closer to a RMB-era standard. What with the company's editing process being so dependent on submissions subjected to fiddling, though, basing any perceived need to update on release dates seems a tad reductive.
