Well, the psionic power is mostly clear, but there is one thing that isn't spelled out. If the animal(s) saves against the power can you just try again for another 6 ISP? You'd have to cancel the old one, but could you try it again and make them resave?

I assume so. You can just keep spamming almost any magic spell or psionic power until the target fails, right?

i agree. drop the previous spell/power/psionic and retry, unless it stated otehrwise.

As a follow up to Franko's post, if you drop the first and retry, then if you are attempting to work on multiple animals, they all will retry the save, meaning that it might take a while to get all to fail their save. Just depends on how cooperative (or not) the dice are being.
If you think it needs to be more expensive, it was 10 ISP in 1E, but also affected twice as many animals at once.
