is the cap on PS 30 or 40 for normal humanoids?

I do not think there is a hard cap for normal PS scores as of RUE, any attribute above 30 does not use the "Attribute Bonus Chart (pg281 in RUE) but the rules found on pg284 for "Attributes Beyond 30". There may be a soft limit on how far you can go via Attribute Roll + PS Skill/Class bonuses + use of enhancers like Genetic Engineering/Magic/psionic/etc.

My understanding normal humans have a hard cap of 30 on all stats but that could be something left over from an old rule.
Other races do not have a hard cap and augmented humans can go above 30.
So a mortal sdc humanoid that is not human like a cs battle cat could have a PS higher than 40.

as of RUE there is a "soft cap"
humans have a "hard cap before skills" of 30 due to the way attributes are rolled
if you get a 16, 17, or 18 on your initial 3 dice and then roll 6's
so let say you roll 18, you roll an extra die, and get a 6 you now have a 24, if you roll a 6 again you get 30.
Unless it changed, humans get a max of 2 "reach" dice so if you rolled a 16 and 2 reach 6's you cap out at 28, and a 17 you cap out at 29
so on the rolled stats humans have a hard cap on rolled stats of 30, and if they then get extra strength through skills or training they can go over the 30 soft cap.
I am not sure if its officiel but I treat all races that roll a base 3d6 for attributes the same way.
my view is that there should be a bonus if you get lucky on the dice rolls for attributes
no this is totally non canon but I think its legit:
if you roll number of dice -1 from max or higher you should get number of dice -1 max "reach" dice
IE on 2d6 an 11 or 12 gets 1 bonus die
3d6 a 16,17, or 18 gets 2 bonus die
4d6 a 21, 22, 23, or 24 gets up to 3 bonus die
