Tatoo men question

I was curious since the CS Janissary (Rifter #28) is technically still a human can they be turned into a Tatoo man? I had a story idea and was wondering if it was possible.

There's no definitive word on that sort of thing. That article is "optional", but there are multiple near humans outside the Rifter for which this is left ambiguous. Should a Psi-X "Alien", or Sea Titan, or Achilles Neo-Human, or Human from Wormwood, or Lemurian be able to receive magic tattoos?

Also relevant is what an escaped indoctrinated Janissary could do to earn trust sufficient to get tattoos? Are they instead perhaps going to Atlantis and paying for it? If so they probably need considerable backup, even if one finds a High Lord willing to do so to someone not enslaved in one or more ways.

Sea Titans and Achilles Neo-Humans, NO. WB21 states (pg107, second dealing with human mutants and Tattoo Magic) "This includes humans with supernatural level abilities" which would rule out these two (along with Amazon). And Neo-Humans are specifically cited here as no.

The Psi-X Alien is also a NO, "Master Pyschics can not receive magic tattoos either." IMHO these guys are Master Psychics given most of power roll groupings have at least one Super-Psionic Power, not to mention they have a unique Psi-Power they are dependent on. Then there is the inclusion of D-Bee DNA (along with Psi-Stalker), which could be enough to set them as not-human IMHO for purposes of Tattoo magic.

I'm not familiar with Wormwood or Lemurian, so I don't know how they would land. The Janissary also not familiar with either, but if they qualify as having SN Abilities or Master Psychics I'd say no.

He would be captured just like anyone else the Splugorth turns into T-Men slaves. Now depending on what condition, he was in when they captured him would lead to how much damage he did to those with the Slaver. And since the Slavers like a challenge... I was thinking they might find it an interesting idea to see if they could break him and tattoo him and turn him into a slave.

That the Slavers might be interested in breaking the subject I will not argue, but the question is if they can turn him/her into a T-Man.

Slavers don't decide who gets turned into T-men IINM, ultimately that would fall on the High Lords (or some one else with the secrets of Tattoo Magic). They might also deem him to "powerful" a specimen for T-magic or even experimentation like that (maybe Bio-Wizard Augmentation, but again they'd be taking a "powerful" specimen and making them more powerful, something they might not want to do if they lost control).

Plus there is the question if they can even receive T-magic. WB21 (and repeated in BoM IINM) addresses the issue of human mutants as I mentioned previously. All I have to go on for the Jannissary is what I've read on the forums, and they strike me as a "NO" from what I've found so far. They are Master Psychics (which WB21 establishes is a No, the exception is the TA most likely). They are supposedly genetically engineered (giving them SN PS and MDC bodies), well the Achilles Neo-Human is also a product of GE and they can't receive it.
