Consider those percentages to be due to rounding. Anybody who gets a report on their 401k or their IRA can occasionally run into this in their quarterly reports. I've seen it a couple of times in my own.

The division of known space could be a rounding error.
But NE's shareholders? The board of directors is larger than three people/representatives. Don't they have a splugorth as well? I don't have the books with me right now, but I do recall that the NE Board of Directors was quite large.

Maybe they're doing it all for charity... yeah, that's it. NE means so much to them that they work for no reward...

Or maybe they are paid, but arn't stockholders. Silly, but possible...

Unless I missed something in the last Phase World book, no they don't. The two races (True Naruni and Splugorth) do not get along.

according to the text in PhW and Anvil Galaxy, the board includes 14 to 16 True Naruni & Uteni representing 60% of the stock, Thraxus, a demon lord, an alien intelligence, and 3 to 6 others, including the Altess representative ... of course, if the figures are anything like correct, I wonder what the demon, intelligence (who might or not be a Splugorth... could be a zazshan, or Vampire Intelligence... are there other species known?) and the 2-5 non altess may be voting... but since it was PB who made the mistake most likely Bill Coffin... or whoever else added to the long established 65% the 39 supposedly owned by the altess... I'll let *them* publish an official erratum

It isn't a splugorth, just some random intelligence... and I guess you can sit on the board if you only own 5% of the stock or something lol.
