lone star monkey boy

currently making a monkey boy from lonestar pg 84
on this it list as a special racial ability- "gymnastics 60%"
does this mean gymnastics+60% or gymnastics @ 60% of normal?

It means its a
static all encompassing 60%
meaning that any Gym roll called for is roll vs 60%.
The only other bonus would be ether the IQ bonus or convert the PP bonus to a % to add to the 60%.
No level up bonus.

so a prowl or a bars/rings or back flip all are @ 60%?

All this reminds me of that scene from Escape from The Planet Of The Apes, where the captured Zira shows off to the scientists--assembling the large blocks to reach the dangling banana, then sits and stares up at it.
Female Scientist: "But why doesn't she take it?"
Zira: (looks at the scientists) "Because I loathe bananas!"
