Can T-men get bio-wizard enhanced?
If they can what are the restrictions.

Why would you assume they could not?

well at zome point biowizardy makes you a sn creature making you no longer human, ogre or elf
so there is an arguement that past that point the tattos would stop working
HU powered heros can't get them for example

No, Bio Wizardy never makes you a supernatural creature: you can get MDC and supernatural strength but where did you get supernatural being from?

you get dunked in the tank and become a full conversion bioborg which is dunked in the tank and six or more augmentations you are sn

At this point, I'd think they'd wait till lvl 7 when they don't have to touch tattoos anymore to get carapace's

I reread the section--nowhere does it say you become a supernatural being no matter how many times you get dunked--you begin to mutate but that does not make you a supernatural being.

Dosn't mean they can't be biowizard modified. They can't be transformed that dosn't mean they can't be changed.

We've had this argument before. Suffice it to say, you are using definitions of these words that do not coincide with the rest of the English speaking world.
