i understood it as being that each "stage" couldn't develop into a higher one unless the genesplicer came in and did the job. each stage was just representing different complexities of the creature the genesplicer was try to design, and by releasing all the stages into the wild, he could examine how the different abilities of each version helped it survive, which would let him decide what traits should be in the final design of the species.
