Can't with Elemental magic, it would have to be in the common magic format.
Which would about quadruple the cost.

Is there any PPE costs that are given for things like when Metamorphosis is done on yourself compared to the ritual magic on someone else (there isnt in RUE)?

Yup, Old Ones.

Badass power circle. Transfer your essence into a target being and suck their essence into your being. I.e. an essence swap. So you could become a dragon. Or a gorgeous elf. Or even a faerie.

The circle's intended use in the adventure was to transfer the essence of an Old One into a witch and then into a wax simulacrum of an Old One. (therefore regnerating it's body)

The rub with this circle is that the essence goes both ways. Unless you use the diamond method, which leaves the body empty to die a mindless/soulless death. Then whomever greedily grabs the diamond gets their soul/essence sucked into the diamond and the circle mage is now in the unsuspecting theif's body.
