You could make her a black widow by proxy.

She wants to kill and eat the men she 'entertains' but is smart enough to realize that will mean getting caught eventually. So when she breaks off a relationship with a guy, she seeks out a proxy to kill and eat instead. Someone who is similar in some fashion to the guy she's dumping. And it doesn't always have to be appearance. Perhaps it's an expression they always use or some mannerism.

Maybe one of the PC's is similar in some way to her current beau...

On the flip side, some serial killers like it that the cops know about them and in some cases may even want to be captured but not before the game is played to its conclusion.

You could take the Black Widow angle to the next level and make her a supernatural creature after... a spider like monstrosity that shape changes into said woman. Perhaps they can only look female in appearence... perhaps they simply enjoy the ease of seducing men over women... whatever the reasons it can still work.

Doesn't the Death Weaver Spider Demon have access to the Metamorphosis Human spell?

I think to keep her as the human will be good, especially if you use BtS-2 rule of proximity. The human against the human in BtS-2 is on the the level field and makes the interesting challenge for the player group accustomed to using the psychic powers.
