It's paid gradually over the course of making the item.
They tend to live along ley lines for the same reasons any mage does: more power.

The pay as you go is much more like the alchemist way of making magic items. ( I think ) Imbuing the magic over time building it up.
However, I would think that (paying the cost over the duration of the construction) is how the TW does make their devices, when you start considering their low level of personal PPE.
But it also would mean that the TWs could pick up the construction from the last time they left off on the construction.
And there might be several projects the TW would be working on at the same time. Doing a little here and a little there. Especially if they were making the items for themselves as side projects.
*shrugs* those are just my thoughts on the matter.

All common magic spells can be put into TW stuff. If the TW knows the spell or if they get the help of someone who does know the spell.
Specialty magics: not all specialty magic can be imbued into a TW device.
Flesh sculptor magic is an example of a specialty magic that can not be made into a TW item.
