Look, I have never figured out how long Wayne prefers submissions to be. I thought that my submission was too massive, so I trimmed it and cut it into a series of three articles. Wayne turned around and spliced them back together into a single, large article. Your guess is as good as mine.
I do think that the idea is worth your time. Just the act of preparing some material and submitting it is worth doing for the experience.
I think it is a marketable concept. If Wayne likes it, enough other people will like it to consider it marketable.
Here is the catch. Kevin is no longer allowing crossover between the product lines for legal reasons. Victor Lazlo can travel to Macross City in your game, but you won't ever see that happen in a published piece. You can still execute your concept, but you just have to be careful. The planet that the two brothers rule will have to be your original creation. If written as Rifts-derived, the zombies will have to come from a generic or unnamed zombie world. If written as Dead Reign-derived, the brothers would have to be generic wizards or wizards without a specific class named (I think that "Shifter" is specific to Rifts). You also can describe how they plan to unleash their terror on the Megaverse so long as you don't name any other specific IPs as their targets.
