Army Soldier/Officer OCC

The Merc Soldier O.C.C. from RUE would be the easiest to use to create the unit, since it already has a military basis and has several different areas of expertise to apply to different members of the unit. Really, the main difference would be ideology, as instead of fighting for money, the unit is fighting for survival and the U.S. of A..

The CO of the unit could be made using the CS Military Specialist (Also found in RUE), and it probably wouldn't hurt to have a RPA Pilot or two.

where can i find a comparable Army OCC to make a surviving us unit with?

Might want to take a look at the Chaos Earth main book, or Rifts Underseas for the US Navy & Marines.

And then bug Jason Richards until he completes Brothers in Arms for Chaos Earth.

Where's the love for the Naval Infantryman (Marine) from Sourcebook 4: Coalition Navy?

Also...maybe the Spec Ops in Rifts: Mercenaries could be useful for the officer.

This may sound a bit weird but Rifts: China 2 is a good place to look. Replace the mystic hand to hand with Hth: Expert and you have a decent template of the professional educated soldier. Unfortunately books like Underseas don't give the training programs that pre rifts earth provides its troops and so they are greatly lacking in skills.
