The present rule is that Psionics can use all psionics in any body armor with 250 MDC or less.

Also book and page reference please.
RUE pg 366, under point 2. 250 main body. It states that a psychic cannot affect anything in a vehicle, robot, etc. with 250 or more MDC in the main body.
