According to page 92 of M&A they do possess Supernatural Strength... so I'd lean towards yes they are.
SNPS dose not guarantee Supernatural status...
Dragons Have SNPS, and many other abilities yet are officially labeled Creatures of Magic.

It's not a question of semantics, it's a question of the description of the creature. Dragons are not supernatural, but are creatures of magic. Just like (as they are written) skeletons and zombies and all undead are supernatural and not creatures of magic.
Now, are Titans supernatural? I'd rule that they are closer to dragons in categorization than being supernatural. SNPS does not inherently make one supernatural, although most (not all) supernatural creatures have SNPS. Having/being one does not make/give you the other.

Speaking in terms of Palladium creature types, there are Creatures of Magic, Supernatural Beings, and pretty much everything else. (Oh, and Spirits of Light, which get a category all their own.)
As the variously dimensional beings and aliens in other Palladium lines have shown us, just having certain traits does not mean a creature is a true Creature of Magic or Supernatural Being.
Now, looking at the information on them, there are some important clues. The major one being that they are one of only a couple giants to become full-fledged MDC beings in MD settings, a hallmark of either a Creature of Magic or a Supernatural Being. Looking at the natural abilities, the main comparable creatures to come to mind are higher-end demons, dragons, and faerie folk. Looking at their relatives, the other MDC ones are lighter on natural abilities, often with a somewhat elemental theme (note: Elementals are Creatures of Magic), other than super-powered mutants.
The really odd thing is the other giants that don't become MDC, they gain an amazing amount of SDC in a Rifts environment, an otherwise unprecedented ability, which would seem to indicate some sort of reaction to the high PPE levels of Rifts Earth. This would seem to suggest a bodily kinship to magic. That information, coupled with the fact that Supernatural Beings are almost universally creatures that prey on lesser beings, would lead me to believe that giants are more closely related to Creatures of Magic, more akin to the much smaller Faerie Folk in their humanoid appearance and the presence of greater and less magically inclined kin.

My gut says no they're not. That's my opinion.

I operate under the thoughts that if it does not specifically mention the being as being Supernatural or a Creature of Magic in its description then it isn't. It's not a perfect system and there are mistakes and things left out on entries but its the best way I find.

Titans are creature of magic. They not only have supernatural P.S., see the invisible, and
bio-regenerate. But their impervious to vampire slow bite and they can dimensional teleport as a
natural ability. What normal beings are able to do that?

I know... those abilities are unnatural. Almost... supernatural...
I'd say more kinda...... magical...

I tend to follow this rule of thumb as well. Was going to say similar in my previous, but went to double check what it said about them and ended up doing some sort of in-depth analysis.

There are a lot of 'normal' beings that can do similar things. They're only just a step up from Atlanteans in most respects. Though, admittedly, full Dimensional Teleport as a natural ability is not very common outside of Creatures of Magic, but it could be done.
Yes, I'm devil's advocating my own previous answer. Though I'm still leaning toward considering them at the very least related to Creatures of Magic, the argument can, relatively easily, be made to consider them a 'normal' being.
Though I think we all can agree they are not Supernatural Beings.

No, they aren't supernatural beings. I would have said they're creatures of magic, but after checking MOM for that definition I'd have to disquailify them for that as well since Titans aren't born with innate magical abilities.

If the question, in a practical effect, was "do they read on the "sense (SN) Evil" /"-Good" psi power I would say, No they do not.

Titans turn into MDC creatures on high-magical-energy worlds/dimensions such as Rifts Earth.
They have the innate ability to dimensionally teleport.
But they also eat normally, sexually reproduce, and eventually grow old and die.
They therefore meet the definition of what constitutes a Creature of Magic.
ALSO:
One type of creatures is a subset of the other.
All Creatures of Magic are ("lesser") Supernatural Beings.
But not all Supernatural Beings are Creatures of Magic.
See
this Thread for a general overview of what makes one creature a member of one group or the other.

Dimensional Teleport normally cost 1000 P.P.E. to cast and Titans like dragons can do this as a
natural/innate ability. So they have to be creatures of magic. Casting spells is not a major
qualifier to be a creature of magic. Pegasus and unicorns are creatures of magic, but don't
have any spell magic. Nimro and Algor giants have special breath weapons and immunities, but
they are not creatures of magic. Cyclops can make lightning weapons, but they are not
creatures of magic. Jotans possess great Supernatural P.S., but they are not creatures of
magic. Gigantees are mutants, maybe closer to supernatural beings, but not creatures of
magic. Titans are giants who are also creatures of magic.
