Full Conversion Cyborgs and HP
I have spoken with a few GMs, and some say yes, because of biological stuff still. And others say no, because without all the bionics and such, the brain would not survive.

This is one reason why a lot of powers that affect machines don't work on Borgs.
So Borgs are officially considered to be MDC creatures.

Combat Cyborgs/Full Conversion Borgs... are impervious to...any attacks or weapons that do damage direct to Hit Points (is considered a Mega-Damage being now).
