Extreme low PBs, should they be linked to Horror Factor?

Like the topic title says, this is what has been in my mind lately after having a major villain who's hideous. Horror and awe factor are linked together and a very huge PB would probably give points to Awe factor, right? (Generally, I've had anything over PB of 16 start giving bonuses due to being gorgeous enough for people to comically walk into things while staring at the person) But what if the person is seriously hideous with something like pb of 3 or even lower? (From scarring and hideous defects gained from some powers) Would low PB start giving horror factor bonuses at one point and how low should they start from before starting to give bonuses? Can PB go bellow 1 if the person is truly beyond describably awful such as a mass of puss and tentacles, like an Alien Intelligence?
Any input would be much appreciated!

I believe it should. There are optional rules for things like low PP, IQ, and other attributes having negatives instead of bonuses. Think it starts at 7 and below.

I think there's a difference between FUGLY, and being SCARY. I mean walk through Walmart or a county fair some hot summer afternoon. You might see some truely fugly fugly people, but they don't strike fear into your heart to the point where you can't even function. Some of them might even be so butt ugly that you do a double take, but even then, it's not the sort of thing that chills you to your soul and steals your wits to the point you can't act.
That being said it's totally possible to be FUGLY, --and-- scary, but one doesn't automatically equate the other.

RUE pg. 284 states that a P.B. attribute of 1 or 2 grants a Horror Factor. That's damn ugly.

Which is humanly impossible with out extenuating circumstances. I could see it. The only way to get a PB of 1 or 2 is to have a PB of 3 and have something happen to make you even more fugly. Burns or nasty mutation or something.
