Techno-wizard gems
I have a simple question. I'm trying to make a TW Item but the spells I am wanting are not listed in any of the gems from Ultimate. How do I know which gems I need and how much everything cost, both money and PPE?

Each gem in RUE sort of has a theme. Figure out what theme best describes the spells you want to use and use the appropriate gems.

There’s a small chance that the functionality is not available to TW devices, but hopefully that’s not the case.

Hey I can use old smashed pieces of TW items as an excuse to give people gems as loot! Neat!

True.
In real world New Age circles, most gems symbolically represent certain ideas or forces, or possess certain mystical associations. For instance, heliotrope (bloodstone) is associated with blood, battle, healing, and fighting evil. Consequently, it could be used in Techno-Wizardry that employs some sort of combat magic, etc.
I would suggest doing some research into what gems most closely represent the type of magic you're going for. Hope this helps.

Before you do, be aware of the TW Salvage rules (RUE p133). There's a very low percentage of extracting a useful stone.
