RIFTS Adventure Guide Town Rules

I was going to use the Town Rules in the RIFTS Adventure Guide to "stat" up a town in a Palladium Fantasy game I was planning on running.

First, is there a Fantasy version of these rules?
Secondly, are there rules anywhere for improving a town based on these stats?
