Question about character creation.

I am making an RCC from CB1, and there is no equipment or money listed, I know that they are not running around naked, especially considering the fact that its an adult dragon and they horde wealth, does anyone know what I'm supposed to do for the equipment, or are there any rules for such an occasion? I'd ask my GM but he's a bit of a hard ass.

You're probably screwed. As they aren't intended as player characters equipment has always been left to the GM's discretion.

The GM obviously isn't a hard ass if he is letting you play an Adult Dragon...
I'd be happy starting with nothing. Dragons tend to rely on their own powers so anything he owns is purely decoration for his loot pile. Considering you are playing him, then he is an adventurer, not an NPC that sits there protecting his loot pile day in and day out. Your Dragon won't have a loot pile.

See bullet #11 under Some things common to most dragons
They get artifacts, weapons and armors worth several hundred thousands in credits. They pick anything from the hoard that's needed.

You are thinking of this to much like a human. I mean, dragons don't normally rely on puny mortal creations to augment their powers, preferring their own natural abilities, especially Fully Grown Adult Dragons. A hatchling would probably use items in human form at least, but Adults I doubt. They only like items because they are shiny, and they are theirs. It has no meaning about money, or wealth, or anything like that. They simply must have things others value, if it is deemed valuable, it will be theirs. Be it coin, or jewelry, or magic items. Then they horde it, because it is rightfully THEIRS, and no one else can lay claim to that item anymore. If you want the idea of a dragon check out

What ever they could acquire by what ever means they wish. If they see a nice rune sword owned by someone else and they want it, just go and kill them for it (or however else you want to do it). You are a dragon, the only thing limiting you is your alignment and what the GM says you can find.

I'm going to agree with those who have posted already, just going to add my two cents to the mix:
- are dragons renowned hoarders? Oh hell yes! If it's shiny or looks valuable, best believe the dragon probably wants it! Do they usually USE anything in their vast hoards? No... Not really. It's just pretty and looks nice. Most dragons would much rather use their natural abilities, vast mystical knowledge and/or psionics to achieve their goals. Most consider whatever trinkets they have in their hoards as nothing more than shiny mortal toys. Which brings me to my next statement...
- dragons are, generally, incredibly self-absorbed and narcissistic creatures. As ancient and powerful as these creatures can be... They can be equally as childish and immature. It's just their nature. this is why a dragon, who possesses multiple rune weapons of varying degrees of power will use NONE of them! I know. It seems ridiculous... But to a dragon... It's a trinket that they don't need to use. Why? Because they're an almighty dragon! Which brings me, again, to my next point...
- a dragons ego is one of its greatest flaws. It's what allows mortal adventure parties to get the one up on these mighty beasts. In their eyes, they ARE magic and power, incarnate. It is their very being! No mortal, or group of mortals, would EVER compare to their greatness! Or... Can they? Yep! Sure can. Even as powerful as they are, a dragon can be swindled, cheated, tricked and beaten... By mortals. This is how, time and time again, an adventure group can rob a dragon of his "trinkets" blind... And finally...
- a dragons lair, or hoard, being plundered by mere mortals! The audacity! The gaul! The... Inevitable. A dragon, for it's vast power and knowledge, is NOT omniscient. If they do not personally protect their toys and shinies ALL THE TIME! They risk losing some or ALL of it to raiders and adventurers. Of course... Dragons being the fickle creatures they are... Will grow VERY bored doing nothing but guarding their stash of goodies. A bored dragon is never a good thing... So... They go and stuff to alleviate their boredom and leave their precious hoard unattended. Probably not unguarded/unprotected or unhidden... But all the same: they aren't there.
Dragons can gain and lose vast fortunes and incredible wealth throughout their, very long, lives. Some are incredible protected of THEIR "stuff" and will go to insane, often bloody lengths, to reclaim what was lost or stolen from them. Other, more wiser ones, often take the looooong view of it: what is lost can always be regained, somehow, someway. That... For some dragons... Can be half the fun!
"Someone stole my Sword of Atlantis! Geez... I really liked how that thing sparkled in the right light... Time to find out who did it... And Eff with them! Teeheeheehee-eeeeer... I mean BWAHAHAHA!"

The ones w/o skills nor equipment are Races (i.e.: not a Class). Therefor,
pick a class.Hatchling Dragons are more into using their own powers then "equipment"
Adult Dragons have had hundreds of years to acquire their 'hoard'. So ether think up what that dragon considers his 'treasure' (and be more creative then just "GOLD!" or "Shiny") and fill out its hoard 70%ish with that type of item; or go to Other reference books that can tell you exactly what is in a dragon's hoard via it's massive Table selection.

That's all well and good, but what about the other rccs that have no equipment? I'm asking mostly for future reference at this point.

Which ones specifically are you referencing here? I am uncertain to what you are talking about.

The RCCs in the Phase World book have no equipment listing.
It is quite annoying.

I would say drewkitty has the basic right of it when it comes to races that lack equipment and/or skills. Pick the race, choose a class. Now, if the race is an ACTUAL RCC, and possesses skills, but no equipment... Then I would say find a class that fits the general design/occupation you wish to take your character in, and use that classes equipment.
