How are you handling their PPE regeneration and can they get more via ley lines and nexuses?

I would cut the 00% to ether 3 majors or 5 minors.

I would also add in leyline rejuvanation and leyline phasing.

Why?
To me they do not fit the style of the char type, and just look like "Let add some LLW powers in it." type comment.

I tend to think it would make them over powered which is why I asked there.
Currently its standard regeneration, might make them have an ability where they get ppe back for using their powers according to their alignment (as well as loosing ppe for breaking alignment) For example if they knock someone unconscious they might get 1dsomething back or a percentage, while if they kill someone (while being a good alignment) they loose 2d10 or something ppe.
That could work and would give them incentive for not just killing their enemies.

I thought you had to roll it for each power to see if you could enhance it and if you fail you have to wait till next level to be able to, but you're right Mep, that isn't clear. Also looking over it more I'd agree that you need to cut down on the total amount of powers available as the 100% roll just shouldn't be there and I'd question 2 majors with the enhancements you can do.

I think this would work better if it was more like how in BTS one you had to buy the starting powers with Perm PPE. Buying the changes with perm PPE.
As it is written now there is no duration to the changes made thus the changes are perm. While the PPE cost is only to temp PPE.
An addition of a duration to the power mods or having the costs be of Perm PPE would fix this.

by using ppe to enhance super powers means controlling and understanding ppe AND leylines. while not being able to cast spells these abilities are good tricks without being gamebreaking.

Chi mages can not use LL energies.
NightBane use their PPE to fuel their talents, but can't use LL Energies.(Unless they are mages also.)
Some demons can cast magic but do not necessarily know how to tap LLs.
The h2h's in japan let a char use their PPE in mystical ways, but can not use LL energy.
So one; being able to use LL/LLN energies; does not always follow the other; the char being a PPE user.

Thats just your opinion MAN. I feel adding in leyline powers, which NO heroes unlimited character has would new interesting and a great concept.

I think tapping ley lines and adding abilities to regenerate with them make this overpowered. I also agree that the 100% option is too powerful and it should be limited a lot more to limit the number of powers.

I also agree with the opinions that adding abilities related to ley lines push this to the Overpowered stage, and also, in terms of flavour/style/character type LLW abilities like rejuvenation and phasing have no place here.
For the final option on the power chart
00% 3 major super abilities and 3 minors
I again agree with the opinion that this too powerful and should be a 'or' option, as in "3 major super abilities or 3 minors" although if going with the 'or' selection I would be ok if it was upped to 6 minors, so "00% "3 major super abilities or 6 minors".

I am against it. It is powerful enough as it is.

Having read this entire topic, I think you should have went with CHI instead of PPE. IT would make more sense with going with these being eastern philosophy.
Now this would open up a can of worms. Can they use other CHI Abilities?
Yes but at Double or Triple cost as they are focused on using their CHI to enhance their superpowers.
No because the they are focused on using their CHI to enhance their superpowers.
This avoids the entire problem with Ley Lines and Nexi.
