Which Rifter had the expanded HF rules in it?

Rifter 20 has a Q&A section on Horror Factor (page 16-19).
Rifter 48 has a Q&A section on Nightbane, but addresses Horror Factor in one of the questions (page 23).

Prysus, your expanded horror factor table has some great ideas. I may look into using them in my games.
