I was looking at the sensor spoofer and auto-armor in DB14 the other week and noticed that the sizes give for said items were "cell phone" and "large belt buckle" Is that a cell phone-sized device compared to humans or to dominators?

Yep, smart enough to use it.

actually, i'd go with dominator scaled items.. mainly because otherwise the devices would be tiny compared to their user.. too tiny to be easy to use (when their fingers are bigger than the item, its hard to press buttons and such)

dominator sized items would make sense, and would also make things trickier for regular players since they'd be backpack/shield sized items to humans.
