Help me out. What magical means of making rain are there in canon, where are they located?

If you have Rifts Book of Magic, there's spells that cause/create rain......

Druids likely have (Rifts: England, any with druid classes in them), one of Native Mystics (Spirit west) and there has to be a few other means in Book of magic (already mentioned) and I recall the Federation of magic had a weather mage of some sort.

Isn't there a TW item in WB 1: Vampire Kingdoms that makes it rains?

Not true rain. its a water Item. but not rain per say. It uses the summon weather spell or 'call water'.
