Stuff like the Sorcerers forge. With the idea of making places PC's could have come from. So not necessarily new OCCs. But places where existing OCCs may have come from.

I got idea,Psi-Camp.
It set in BtS,the Lazlo agency after seeing how young/teen ,Not-train psychics have been corrupted by evil forces,the agency set up a Camp where they can be train and learn to control their powers,with out abusing others.
the Camp is cover as a Camp for trouble youngsters,the majorty of campers are Normal,if a Potential Psychic is brought to attention of a lazlo member,who try to get them in.
All the crew of the Camp are members of the Lazlo,s agency who have retired from Invenstigating the Supernatural.
They only find and help 2 to 3 true young Psychics avery few Years.
They also help alot of Non-psychic teens too.
