OCC skills from leveling

How would one handle it for OCC's that don't list additional skills gained from leveling?

for example: most of the N & SS OCC's gain a few secondary skills from leveling but most of them do not gain Scholastic or OCC Related skills as a result of going up in level.

I don't understand what u r asking us to handle, sorry.

If they don't get skills then they don't get skills. I wouldn't give the player any skills when he levels unless he was supposed to as per his occ.

remember in HU/N&SS there is a mechanism to get more scholastic skills its just that "adventuring" tends to make the process really difficult, due to things like ... "you are getting ready to go to your class, and your communicator (pager etc) buzzes you need to got to somewhere and do something looks like you will miss class (again)

Pays to have a high IQ in those cases, I remember in college a Japanese student who was taking something like 40 credit hours and many of his classes overlapped and we almost never saw him in Calculus class save for tests because he was in another class and was running a straight A average in spite of almost never attending regularly. Given how many colleges are just 2 tests and a final provided your character could pass the check (something you'd have to house-rule since they don't have a 'test to see if you passed your test in class' or having to test to see if you learned the class) you don't actually have to attend any classes save the test days.

Like with BTS1 and both HU1 and HU2, N&S uses the ed roll system that gives out skill programs rather then the "xCC skills and RxCC skills".

However, in N&S each "class" has an assigned "ed roll" and/or number of skill programs to it instead of actually rolling for it/them.

Thus when using their classes and power cats you have to us the education rules for gaining new skills. This are found in HU1, HU2, BTS1. Which basically say that the char goes to school "in game" for a number of months (think collage courses) and at the end of the time in game that get a new skill.

The only setting that doesn't is After The Bomb, as the writer apparently considered it a death world so horrendous as to make the Dark Suns setting from AD&D look like a paradise in comparison so assumed no one would ever live long enough to have time to learn new skills. Something most sensible people reject and house rule fixes for.

N&SS has the same writer as ATB...Erik. there are no rules for learning new OCC skills in the N&SS book. There are rules for a few increasing secondary skills with leveling...and the wandering free agent can pick up a few new languages...but that is it.

question: if you learn a skill in game through schooling rules, does it increase as you level like the other skills do?

Of course, there's no reason why they wouldn't.

As far as almost no new skills in Ninjas and Super-spies goes, most OCC have a ton more skills than pretty much every other OCC in the Palladium gaming network (with Dedicated Martial Artists about the only exception). An Academy Officer can potentially have over 70 skills NOT counting Weapon Skills (which he can easily have all those available in the game). You've so many skills as it is and as a super-spy so little free time (if any) it's hard to justify the time to actually get some formal schooling in order to acquire a new skill.

Since the (very few) sources of a skill that DONT increase explicitly state this, I would assume that the default is that all skills follow the normal skill rules (x% base, +y%/level) unless there is a specific, explicit exception.

From what I've seen, it depends on the GM.

Most GMs allow additional skills to be gained if they can reasonably have learned them, whether OJT or studying, 'disappearing for a while', etc. The back of the 'bus' aka group's APC or similar, could allow for a fair bit of studying.

Others institute a +2 skills at every 3-4 levels.
