Okay so I was wondering something about spells like create Golem. Could a none magic using someone pay a spell caster to do the ritual for them and when it comes to the point of the blood bonding portion have the none spell cast complete that part and thus bond the golem to the non spell caster so it would be it's master?

Rules As Written? Not really. But don't let that stop you
I would say that its probably likely that such things COULD be done (the closest to precedent for this is a mage in one of the books who summons things for other people).

If you invent a non-ritual variant of the spell per TTGD rules then you could make it into a scroll or TW device which could allow others to pay costs. I'd requier something like 'Draught of Life and Death' to be used to accomplish something like that (or perhaps incorporate a Nightbane who has Share the Flesh into a Cybermagic device) to allow that gruesome transfer of vitality.
