Does anyone use the Dodge Rules as written in HU 2nd edition?
Were the rules always written this way? As I recall ,we always played 1st and revised editions allowing you to dodge anything, with full bonuses... bullets, energy blasts, whatever. It never seemed to matter, since in the comics, characters dodge all kinds of attacks. The loos of an attack seemed like an appropriate penalty to me.
On the flip side, we did allow all attacks to add their PP bonus, not just melee, so maybe that balanced out some of the dodge bonuses.

we use this.
thrown weapons - no issue
arrows - minus 3 to dodge
bullets - no bonuses, -5 to dodge unless you have some ability to help you dodge them
lasers - no bonuses, -5 to dodge unless you have some ability to help you dodge them and -2 to the AR
energy expulsion does not get these bonuses, they get other things to aid them.

If you do not use the standard penalties in HU2 then I would suggest modifying certain abilities (such as how physical training and super-soldiers get reduced penalties) to compensate for it so that those modifications still have a purpose.
An easy way to do that would be to calculate the difference between standard and modified penalties and simply make that a bonus.
