Recharging PPE Talisman Question

The talisman spell says " Instead of spells, the mage can put up to 50 P.P.E. into it initially and recharge it with 30 P.P.E. at a cost of 60." No mention is made of having to cast part of the talisman spell like it says for storing spells so I am curious if others agree you could recharge a PPE talisman you made from a scroll without knowing the spell.

I wouldn't allow a scroll of talisman in the first place....
It seems to be an example of an extended ritual, and I would, personally, say that it can't be put on a scroll.
As for a talisman that was made with temporary knowledge some how? I, personally, require the spell to be cast to 'reload' the talisman either with spells or PPE. Yes I know that there is nothing official like that in the books...but that's my house ruled interpretation of how it works. *shrugs*

No, I would rule you need to know the spell in order to recharge it. If you don't know the spell but managed to make one anyway then the only ways you can recharge it would be to learn the spell, get another scroll, or find an Alchemist.
Note that I don't feel you have to
cast the spell as per recharging spell talismen, but I do feel the act of recharging a P.P.E. battery talisman is a function of having the spell knowledge. So I did not vote in your poll since that option was not available.

I don't require you to cast the spell, provided you created the talisman (or are an alchemist, but they've got all sorts of weird rules that don't entirely apply). Once created, the talisman itself is a battery... put energy (or spells) in, and then pull them out again.

1) Recharging a TW Energy Clip (FoM) Talisman equivalent requires they spell knowledge but not necessarily the casting. Essentially a special limit.
2) Unlike channeling PPE into a TW/EW item for a specific immediate activation effect (rather than generic PPE use storage) is typically quite lenient in ability to do so.
3) Channeling multiple shot storage into a specific effect is also permitted via TW TK Weapons RUE pg 138.
4) Recharging a single specific use of a max of 3 usage spell in a Talisman requires a partial casting of Talisman (extra PPE) and the PPE of the single casting cost of the spell to be recharged with. (extra PPE + effect PPE).
5) Generic Talisman PPE battery requires double the PPE to be stored (extra PPE + final available PPE).
Specific Effect Immediate Usage: Lenient.
Specific Effect Storage: Talisman - Limited; TW/EW - Lenient TK.
General PPE Storage: TW E-Clip - Limited; Talisman PPE Battery - Recharging PPE is either (A) Inefficient (unlike most if not all other PPE channeling) or (B) In keeping with the implications of the previous and subsequent paragraphs in Talisman's description (plus TW E-Clips) effectively requires actually partially casting the spell.
That having been said there are many PPE battery alternatives available if you hunt for them.
- Any Millennium Tree Wands (W3, BoM)
- Various magic items
- High PPE familiar/equivalent if you can draw upon PPE from animals
- a homebrew Variant Talisman Shell (W32p143)
- TW Easter Bunny: Ley Line Powered Bunny Statue with 4 buttons produces Magic Eggs (Nature Magic level 9, BoM/W18:MR) of whichever standard variety depending upon which button is currently selected. Could include a limit of producing a different chicken cluck style for each type each time one is produced.

The description makes either interpretation possible, so I tend to go with the interpretation that is most empowering for the player. In this case, I'd allow the character who created the talisman to recharge the talisman with PPE even though the character doesn't know the spell.

Based on the Talisman spell text:
Takes a full 500 ppe to make a blank Talisman.
Takes 50 PPE + casting&PPE for three to charge/recharge a blank talisman.
or
Takes 50 PPE to charge/recharge a talisman PPE battery
With the note that once a blank Talisman has been specialized for a specific spell or as a PPE battery it can not be used for any other spell or as a PPE battery, as the case may be.
Yes, others has different readings of the spell text.
Yes, a mage can just make a Talisman and charge it with the same casting. But what mage has that much PPE?
--------------
As to what I voted....that a mage has to have the talisman spell to recharge a talisman PPE battery. Which the StormSpire PPE battery text supports.
