So I'm running a campaign set in Central america and the party has drawn the attention of Tikal but in re reading it says that most of the Xibalbans can't leave the Region of Phantoms in one place but doesn't mention it again (that I've noticed). It also contridicts it's self beause it lists cities outside of the Region as having Xibalbans.
You'd think that the mirror people at least would be able to leave. Anyone have any insight on this? Because Cuchumaquiq seems to be much less of a threat now that he's reigned in
