Heroes Unlimited 2nd edition ancinet master question?

Does anyone know for the ancient master I know it states to start the character at 1d6+3 level. But does that mean they have to earn the experience of whatever level they rolled? Or does it mean they start at that level and are to believed to have accumulated all that experience and start from that level on? Let me know.
