I want to believe that you are trying to make a point here, but I am at a loss as to what that point is...

In the PB game lexicon for Rifts and the 3G you are correct.

I'm going to take a controversial stance here, and disagree with you.

It should either be:
"Rifts = Rips in the fabric of time and space"
OR
"'Rifts' means 'rips in the fabric of time and space.'"

As written, you're defining "Rifts" as meaning "means rip into the fabric of time and space," and the redundancy turns the definition into nonsense.
:p

You find my technical phrasing funny?

Rifts, in normal usage in the English language, are 'separations'. Thou it has a the main usage, and thus having the subtext of, of being a separation in a family or with friends.

I think we often tend to focus more on the 'space' than the 'time' though

Am now envisioning the chaos that Mind Melters w/ Hypnotic Suggestion could induce as a poll observer....
"Did you scan that ballot? Yeah, you did! You don't want to insert it a second time! You'll want to put that down and go scan the next one..."
    or
"you forgot to scan that ballot, you might've thought you did already but you were just remembering scanning the last one, go ahead and insert it..."

Of course that'd be pretty hard with audio survellance due to the need for verbal reinforcement, unless there was some way to send telepathic verbal enforcement, but the lesser power seems like it'd be all you need for that kind of silent guidance.

Makes me wonder if receiving a telepathic message is always obvious, or if maybe someone getting one might just assume they're hearing it.

Like if you're focused on a computer screen then you're not watching someone's face to see if their lips are moving when they talk to you?
