Rifts Underseas page 213 picture
I have searched online and in the forums but have never found any explanation of what this structure is. It looks like some sort of underwater base or even city for the New German Republic but without any details. Has anyone ever explored this question or knows the answer?

It is definitely a Triax/NGR because those are Poseidon submersible carriers but no direct stats. It might be an early version of the Undertow launching base, WB 31 page 181. It even seems to carry the exact same number of Poseidon's so who knows.

from my talks with the writer of Triax2 back when he was writing it, that image is what inspired the Undertow base.

The MDC breakdown and artwork on the page before don't really fit that artwork but it fits as inspiration.
