"standard" psionics just means roll on the psionics tables in the main book.. so none/minor/major.

"Psionics: standard, roughly the same as humans." just means they have the same percentage chance at Step #4 of the character creation process that could get tacked on to an existing class.
WB30 DBoNA's update to the race (pg293-6) includes a section on "Available O.C.Cs", but makes no mention of psychic orientated classes like a Burster or Mind Melter. WB30 allows them to select Men@Arms Classes, Wilderness Scout, and magic practitioner (any).
Now there are ways to achieve the desired Tokani "Burster" combination:
-Gene Splicer subject (SB3)
-Psynetic Implant (Erruptor Implant pg153 of WB12, though here the abilities are not as potent as a true Burster, with the full description of the option going from pg148-53, SB3's implants made by Mindwerks might also fit the bill). It should be noted that WB12 might assume a human host, where SB3 likely has non-humans in mind.
-Lightning Nector (WB6 pg144) can instill pyrokenisis temporarily
-per WB30 they could become a TW (or just acquire TW items) to mimic the effect(s) you are going for
-acquire or knockoff the magical "Armor of the Sun" (WB9)
-Kittani produce a tech suit (WB21, though this has drawbacks in terms of use as they would take damage from the suit when active)
-per WB30 they could take a magical OCC like Elemental Fusionist (possibly, I forget off hand if it is race restricted) or a Fire Warloick
-Bio-Wizard implants (house ruled, as I am not aware of any that grant Burster/Burster-like powers off-hand)

WB30 pg 206 - Tokanii can be psychics with the same chance as humans, as per Step 4 of char creation - which I agree excludes rolling for a master psychic
WB30 pg 206 - Tokanii can be any magic user (presumably Mystics included) if of a particular tribe
WB30 pg 206 - Shamans of any tribe are effectively Mystics
WB12 pg 33 - Mystics are Master psychics (downgraded to Major in RUE, pg 119)
Now before jumping to conclusions, WB12 points out that super psionics in Mystics are replaced with intuitive magic casting. Also, RUE pg 289, Major psychics get no super psionics.
HOWEVER, and this is important, Mystics select super psionic powers at levels 4 and 8 (RUE pg 119), pyrokinesis included, so it is not beyond their capabilities to be more than a mere Major psychic. Therefore, a select few Tokanii can have super psionics at some point and mentally manipulate fire.
That said, let's look at Step 4 of Char Creation which outlines a player choice:
1. Select a master psychic
2. Select a psi-empowered OCC
3. Roll for psionics
All three are valid choices for any human-equivalent character. In fact, there is no rule in Step 4 that prevents a player from choosing a master psychic over rolling for psionics, if they are willing to accept the limitations that often come with Master psychic chars. A chosen master psychic is supposed to be the extreme outlier of psychic kind. The only limitation that might preclude Step 4 in its entirety may be if the RCC description says no psionics allowed. However, select Tokanii who are Mystics are able to develop super psionics, so it is not beyond the realm of possibility that an incredibly small subset of variants could develop unusual master psionic powers... just like humans do.
So if your GM buys this malarky, go nuts with ol' flamethrower hands...

just because you can be one type of master psychic does not mean you can be any type. and just because Mystics, who otherwise have only major psionics, can pick a super-psi power at very high levels does not elevate them to masters. it just means that like the intuitive spell casting, they have OCC specific quirks to their psionics. a quirk that may well be a side effect of the magical side of their nature, given how psi and magic are linked in the setting's lore. which means that quirk is not something that can be used as a baseline for determining anything else about a given species's psionic limits.
and yes there is a part of the rules that prevents a player from choosing a master psi over rolling for non/minor/major psi.. it's called 'master psionics are full OCC's, and your RCC will tell you if you can take them'.
because they are OCC's, with full skillsets, not just add-ons the way that the rolled psionics are. since in this case the RCC does not say you can take master psionic OCC's, it means they are not available. no matter how much you try to twist logic into pretzels to justify it.
