Clarification on NEMA soldiers in cryo

In Sourcebook One I believe it said that Archie Three has kept the NEMA army in cryo sleep until he decides whether or not to release them. But in Heroes of Humanity it says do The Republicans dare to unleash the NEMA forces that have been held in suspended animation these many centuries? Who has the NEMA forces, Archie Three or The Republicans?

ARCHIE has physical control of the HQ-ECC (SB1r pg 123). The Republicans may gain access to the controls of the cryo-facility via hacking. However, the Republicans would need to take over the HQ-ECC first before they opt to awaken the NEMA troops to prevent ARCHIE from taking action.
