Freeze the top of lake to skate on? Not likely using Option #2 (to thin, never mind the sheer size/# of casting to cover a lake). Option 1 is iffy (ice wall cast on the ground below the water brings into range and then size of the wall vs the size of the lake). Option3 might provide the best option here, but without doing the math (convert RAW value of water to ice, then workout how to do the dimensions of the ice patch).
Essentially create Ice Raft to stay dry? Option1 (wall) is a bit iffy, it all depends on how deep the water is (ice floats, so casting in on the ground below the water is where it would appear and the float up which means the casting range has to be considered). Option 2 due to thickness I'd say no. Option 3 is also possible, BUT given the volume one works with (2 gallons per level) you likely aren't going to be able to make a very large ice raft (just picture trying to make a suitable sized raft using Gallon Jugs of Water or Milk, you'd need a lot of them so you'd be looking at high level).
