Strange question.
Are the vampire's summoning powers limited by conditions? Example, lets say a vampire is an area where bats would not normally exist or in say a desert where mist chances are greatly reduced. Or do vampires some how mystically summon these things into existence?

Fog is created, so their ability to create fog is them manipulating the environmental conditions to create fog IMHO.
Summoning animal/insects, is just like the Wizard Invocations (or Circle Magic) IMHO, they work by what is already there in the area. If they try to summon rats for example and there are no rats within a given radius, well no rats come. Now the ability doesn't give a radius, but I'd use the Invocation Radius (unless it was updated in WB1r, I have them in PF2E's LotD2).
Now there are Summoning examples that pop creatures to the site so there is some precedence for it, but remember these examples also cost PPE and the Vampire's abilities do not, so I would go with the similar Invocation version(s) than the other types.
