Questions:

1. Can the power be used as a defibulator?


2. Can the power be used to jump start a car?


3. Can the power be used to recharge batteries (flash-light, etc.)?

1: The electrical discharge says it do anything from a jolt to up to a little damage on Power #2: Electrical Discharge.

is it possible? Yes. but I'd rule they'd need to make a Paramedic roll or Medical Doctor roll to know how to do so successfully. It would not, by itself, let them know how much, delivered where, would do the job.

2: Yes, that pretty clearly falls under Power #4, Manipulate Electrical Devices. Just make a spark is all ya need

3: Not really. It does short, sharp jolts, it cannot do the kind of sustained energy needed to recharge a battery. Or more accurately, you could...for 2 ISP per melee round under Power #2. Meaning you could at most give it 10-30 minutes of charge, depending on how much ISP you have, at the cost of all your ISP. basically plug in your phone for 15 minutes, see how much charge it gets, and that's how much charge you can get from the power, over that amount of time, for 2 ISP per melee round you're charging it.

It's a versatile power, but it does not turn you into a battery charger or power source.

1. Yes to use as a defibrillator. While I could bring up electrical issues to contend with (as in #2 and #3), I'd allow it if the character had the necessary supporting skills (Paramedic/Doctor, and I'd give a bonus for having at least Basic Electronics).

2. Possibly. While the power is pretty clear about the Voltage the power can handle in A1/A2, it isn't clear on the Amps generated (which is dependent on the Voltage AND Resistance present, and R is another unknown). Not all Automotive-style batteries are the same in a vehicle (you have differing Voltage output, but also cold crank Amps). I'd also require a supporting skill (for an automotive vehicle, Automechanics) so you know where to make the connections and have some idea on the level of output required for the power.

3.. No. A2 and A3 could allow the psychic in theory to act as a Capacitor (electrical component that discharges all its energy at once, different from a battery that does it over time). I stress they might be able to charge a "battery", but it might damage the "battery", so I would go with no (if a player was really insistent on it, give it a 50/50 chance of success then, fail and well dead "battery").

"Well, the guy might have pulled through with CPR, if he hadn't been FRIED by electrical shock. How'd that happen by the way?"

Part of why my answer to 3 is that is in my sig... The Megaverse runs on Vibes. It is cool and not terribly abusive, so, sure.

I encourage my players to be creative and reward; especially if it's intent and application is NOT combat, is true to character and skills, and advances the encounter / scenario.
