In Atlantis we learn that the only species that can use tattoo magic are humans (all types including Atlanteans), Ogres and Chaing-Ku dragons with elves it being more of a punishment than providing power and that’s it.
So two questions:
1) Did I miss anyone from a later book that can explicitly use tattoo magic?
2) Are there any species from later books that you allow to use tattoo magic?
This came up while I was working on my Splugorth Minions post. If these are the only species that can use tattoo magic then that means every Splugorth that has t-men has to have humans and ogres.

1. No, I don't think you missed any, though I would add WB21 placed some restrictions on humans (specifically "mutants")
2. One might argue that variants of those on the list exist and can receive magic tattoo, but you might need to cross reference it against WB21's restrictions. Variant Examples would be "Jungle Elves" in WB6 (pg57-8), I want to say there is a variant of the TA's in the PW setting (but can't think of the name at the moment). I think it's pretty clear though that the list hasn't been expanded upon, even with "near" human D-Bees out there they still can't receive the magic (not saying the Splugorth aren't opposed to experimentation to see if they can, I mean they did "recently" "invent" a new branch of the magic with great effort).
It should be noted there are a few examples of non Chaing-Ku Tattoo magic out there, or what could be mistaken for it (Rifts Japan has a few magic tattoos that aren't CK-TM, Line Makers in SA2, and I want to say there might be a few more out there), but that's beyond what you're asking for.
