The USA wouldn't give up it entire military, NEMA just replaced the FBI and NSA. I mean i can see any president of the USA giving up us military might to a tri nation alliance, leaving most of the military to untouched, remember the 2 skeleton that were found inside the lonestar complex had US army fatigues on not NEMA and the states wouldn't give up its national guard units. more and more i starting to think NEMA is just like a police force , each country offers up some troops as a show of faith.

Re-read it CAREFULLY...
NEMA is a multi-national
police force. Para-military, yes, but since it was organised to combat things like Terrorism, Drug Smuggling, etc... Crimes that effect everyone, it needs the additional firepower.
Some idiot reports a pick-pocketing to a NEMA trooper, and the trooper'll probably ask the victim why should (s)he care?
Same idiot e-mails a message that he is going to toss a bomb, NEMA troops in full armour are likely going to be coming through his door sometime in the next 48 hours to arrest him.
A major drug organisation as a lab in Rural Mexico? NEMA (likely with token Federale support), moves in to close it up and take the bad guys into custody
They also were designed to "free-up" Canadian, Mexican, and US troops where missions such as disaster relief (ie: the Roscoe OCC) are concerned, leaving the troops to do what they are trained to do...sit on their cans and play wargames.
The only "service" branch I can see NEMA taking over might be the respective nations' Coast Guard services.

i see NEMA as having multiple branches.
you have your SWAT branch for police duties, you have your Intellegence branch for the CIA/FBI/NSA duties, you have your national guard-ish branch (main military aspect), ect.
military wise, you'd have Army, Navy, Airforce, Marines, NEMA.
