I would still give the Talus (if he has hth in another style) bonuses from the tail. A mutant in HU with a tail gets some bonuses, and I would think someone born with one would also get bonuses. Maybe just the ones found with mutants and any from a specific combat tail.

Even though he won't be combatly trained with the tail, I can imagine they would still use it in combat and such because to the Talis its an extra limb just like an arm or a leg, you just can't ignore an extra limb, however am thinking that maybe u should go by the suggestion of Rockjock and just take the bonuses from mutant charitaristics of having a tail.
On a natural combat ability front I believe they could use there tail for combat remember they have 'natural' combat abilities all there body is a weapon and u can bet that tail is gonna slap you silly

Even lacking a formal training in combat, I would say that Natural Combat Ability applies to the natural parts of the body, and in this case, the tail is one of those. I'd apply the same bonuses as Talitsu when using the tail and NCA, but only where the tail was specifically concearned.
