early tecno-wizards

Which I think is a little odd, since my copy of the Conversion book says that the BtS (1st ed) world is the "dimension" that Rifts occurs in (with the other modern world settings being alternate, similar dimensions). You'd think following that line, that Chaos Earth would have a fair amount of well-trained powerful wizards right off the bat. And the Psi-Mechanic does look like it could be the precursor to the Techno-Wizard.

If you use HUII as a precurser to the Chaos Earth setting, then you definitely have the potential for such things in advance of the apocalypse.

So far it seems they don't exist in CE. Rifter #19 made mention of a magical Technophite O.C.C., but no such thing has appeared in the CE books to date.
Judging from the magic users in Rise of Magic, the proto-TW would likely have no (or almost no) spellcasting ability, instead channeling all his magical potential into devices.
